    It kind of seems that Buell might be canon to me ENDING SPOILERS

    Just a thought but throughout the game we are presented with a few new horses as an actual part of missions through the main storyline. We buy a new horse with Hosea in Exit Pursued By A Bruised Ego in Chapter 2, we are presented with a Leopard Appaloosa at the end of No, No and Thrice No in Chapter 3 and we steal a Piebald Tobiano Hungarian Half-bred at the start of Dear Uncle Tacitus in Chapter 5. And then we can get Buell by doing the Veteran side missions in Chapter 6.

    Unlike other horses the game also is scripted to bond us with these horses straight away as soon as we start riding them which makes them a secondary horse which can then either be sold or replace our current one.

    So it seems likely based on this that Arthur would change horse as he goes. However during the final mission of Chapter 6 BOTH Arthur and John's horses get shot by the Pinkertons as they are escaping. The horse John has is Old Boy and is the same horse he has throughout the whole game and maybe before yet he has no reaction when it dies compared to Arthur who is heartbroken.

    Of course this could be because Arthur is about to die and is more emotional than John at this point but it seems more like he has a real connection to this horse which he likely would with Buell due to promising Hamish he would look after him. I think Arthur seen Hamish as a father figure similar to Hosea. This is why I think it might be canon for Buell to be the horse that he has here.
